Environmental Services

Our key environmental planning personnel have many years of experience working directly for public agencies throughout California – giving them a vast knowledge of local environmental planning processes. With years of applicable experience in cities and communities of varying sizes, the firm’s environmental planning staff has been extensively involved in the preparation of a wide variety of CEQA and NEPA documents. In addition, many of our environmental planners are former public-sector planners. Their experience has contributed to the decision-making process through preparation of environmental findings and the formulation of recommendations. They are also skilled in and adept at making presentations to planning commissions, boards of supervisors, and city councils. Quad Knopf’s team of environmental planners are well versed in the preparation of the following:

• Environmental Impact Reports (EIRs)
• Negative Declarations
• Mitigated Negative Declarations
• Initial Studies
• Categorical Exemptions
• Environmental Impact Statements
• Environmental Assessments (EAs)/Findings of No Significant Impacts (FONSI’s)
• Categorical Exclusions
• Air Quality Assessments
• Mitigation Monitoring & Reporting Plans and Programs
• Storm Water Pollution Prevention Plans (SWPPP)
• Water Supply Assessments

CEQA/NEPA DOCUMENTATION EXPERIENCE

Quad Knopf has, since the implementation of CEQA and NEPA in the early 1970’s, prepared nearly 4,000 environmental documents. This experience is particularly significant in that our work with local agencies, on issues where public controversy emerged, has produced a track record of substantial success in devising practical approaches to the mitigation of potential environmental concerns. We have developed and maintained strong relationships with applicable regulatory agencies and their staff.

While most areas of analysis are performed in-house, Quad Knopf also utilizes expertise outside the firm by hiring subconsultants to assist in providing specialized analytical services including, but not limited to, acoustical analysis, cultural resources reports and economic impact analysis.

PUBLIC PARTICIPATION/EVIRONMENTAL REVIEW

Quad Knopf regularly participates in EIR scoping meetings conducted during a 30-day Notice of Preparation (NOP) public review period and prepares appropriate graphics, visual displays and/or handouts for the meetings. Quad Knopf understands that issues such as increased development, conservation of natural resources, preservation of agricultural lands, and water use are sometimes controversial. These issues and others are thoroughly analyzed, after soliciting the input of responsible trustees and local agencies, outside experts, and most importantly, the public.

Quad Knopf also attends public hearings at which projects subject to CEQA and NEPA are discussed by the public and the Planning Commission, and ultimately by the legislative body. Quad Knopf typically makes presentations and answers technical questions at such meetings.
